no, western's centers were dead on as far as center since that was the
starting point foir locating the lug holes.
my suspicions are the the machine might not be level or their machine was not
properly set before the wheel was installed.   the machine must know the
diameter and width of the rim.   then they can spin the wheel be it
electronically or by hand(some models).   i highly suspect you were the victim
of an operator who was improperly operating the balancer.
david , today's static bubble balancers when used properly can give very
acurate results.  but you must know where to put the weight and, if a large
quantity of weight(hopefully not!) how and where to "split" the weight at time
of installation.   for example (and i do say example!  some snow tires are
way-way off!) lets say to center the bubble it requires 10Oz. of weight(on one
side!).  split the weight into two 5's and 1 on the rear and 1 on the front
or  split the weight and slightly space apart and install if you must  in the
same spot.   never try to use a big value of balance weight in one hunk at one
place.   it's kinda hard to explain without physically showing how this is
done.    always recheck your work after installing the weights!   with
patience you can do a very effective job!  and!  with a bubble balancer it is
self centering , not requiring a perfectly level floor!
you really want a hoot take a bubble balancer and put a clean (no stones or
road tar blobs on the rim's rear side or front!)  rim with a valve stem in it
on the balancer!   you will not believe your eyes!  some are dead on  and some
seriously tip the scale!     try pre balancing race rims before the tire gets
mounted!  a very interesting thing to experience!

balancing old custom made reverse rims was done by brazing bolbs of brass onto
the rims at strategic spots and then carefully grinding off the brass until
lthe rims "balanced" before tire installation! (AHEM!  not that i have ever
done anything like that........ROFLMAO!)  ......c.
