Gary,
  I race a spridget thus I change the rear end ratio
quite frequently so I am always puling the axels.  The
O-ring and some RTV is all that is needed but the
O-ring should be as new, soft, pliable, and not
compressed from age.  Degrease the flat area of the
hub carrier and the axel with brake cleaner and make
sure there aren't any burrs on either surface. 
Install the O-ring dry, then on the flat surface of
the axel run a small bead of RTV where the O-ring will
touch it. Usually about an 1/8" bead will do.   Smear
a small amount of RTV over the rest of the axel's flat
area and install.  Install the pozidrive screws and
the brake drum.  If your going to leave the road wheel
off the car for any length of time just put the lug
nuts onto the brake drum and tighten slightly with a
socket.  Make sure the screws are tight and not
protruding or they will distort the brake drum.  Viola
your done.....
