Thanks everyone for the tips.

Yes, I was able to remove the TRE from the steering arm.  Just wasn't
able to remove the jam nut or TRE from the tie rod.

I tried twisting the TRE and holding the nut, also tried clamping the
tie rod and turning the  nut, but no movement there either.

Perhaps I need to follow Dean's lead and remove the whole darn rack.

Matt,
         Did you undo the end from the steering arm yet? Do that
first, as we discussed, then hold the jam nut and turn the tie rod
end off. You needn't remove the jam nut to change the gaitor, AND you
can get just the tie rod end boot, if that's all that's needed.
