I was not talking about the plate being covered.
I was speaking about the condition of the car.

Like what?  So if I'm a crook, I'm going to go to the trouble of
looking at pictures of cars for sale on line to gather plate numbers
rather than standing on a street corner somewhere to do it?  I still
don't get it, but then again, there are lots of things I don't
understand.
