I asked the California DMV, and they said "Yes, but..."

The "Buts" are, you must have BOTH plates.
The letters/numbers set of those plates must NOT be the same as any
existing plates.
While it is unlikely that anyone would choose to pay for personalized
current plates with the random groupings of the originals, the DMV is
issuing commemorative plates that have a State promotional icon or
statement, but the actual numbers are not personal.

So, it may be possible that someone may have those numbers issued in a
current plate.

Only way to find out for sure is to call the DMV and ask about those
specific plates.
