Smog checks in California

I have had a TR6 as my primary car for six years now. I have had to purchase 
an other car
and put the Triumph off the road because I can not afford to get it through 
the smog check
I could get a one time waver if I was to waste $450 in a smog check station. 
However I will
not do that because they know nothing about Triumphs and the root cause is I 
need new
Piston rings.
