Your project greatly depends on what you wish the final result to be. Are
you looking for a show winner or a nice driver? It also depends on the
present state of the car. If the rust extends to removable panels, ie.
fenders, doors, you would be well advised to leave the body on the frame. I
have recently completed a rather extensive "make-over" of my TR6 that
included replacing virtually all the removable panels, mostly because it
was much cheaper than repairing the existing ones.

The concept of rebuilding mechanical components is a good one, and I think
we all spend our winters doing it. As much as anything else it is a way to
fight depression :-)

For advise, you're at the best place right now, The List. There is a book
available by "Practical Classics" on the restoration of the TR6 wherein the
lads clone a car from a bit of unrusted metal found on the bulkhead (don't
laugh).
