Keith,

sounds like you might have a clogged or mis-adjusted idle circuit.

Without load,  until about 1800 revs or so, all the fuel is meetered via
the idle circuit... this tiny amount of fuel exits through a hole UNDER
the throttle plate.  ANY dirt ANYWHERE can easilt disrupt this flow. 
Maybe one carb is blocked.  

Get the Haynes Weber book or a book referring to a Holley 5200 (Weber
licensed)...  most of the 32/36 carbs are the same in most respects. 
You will find on the side of the carb near the base flange a spring
loaded adjusticator (fancy norther name for adjustment screw).  Note
it's setting by turning all the way in.  Now remove it.  It will have a
needle like end...this is the idle mixture.  Take a small piece of
rubber tubing,  offer it up to the empty hole, and blow in the other
end.  Tis should confirm the passage is clear.

On the other side of the carb there is a similarily located screw.  This
is the idle jet.  This is what lets the fuel get to the thing you just
checked.   It screws in tight, and once removed,  the screw part and the
jet part can be separated.  Ensure no dirt as before.  Replace.

Now the car should start.  Basic idle setting should be about 2 turns or
so.  I recommend getting the book and reading up for accurate
particulars but this should get you going.

My theory about the cold running is that the choke opens the throttle
enough that you get some fuel from the main metering holes when cold but
not once the plate has returned to normal running position.

And, as far as the location of the BL badges,  put them where you feel. 
Sever original, never repainted '6's in Winnipeg have varying
locations.  Some have had only one since new.  Popular myth is that some
days one of the badge installers was sick and it wasn't considered
important.  When I redid mine (car now gone) I remember a ration of
about 3 parts 'up' to two parts 'over' from the pressed corner of the
fender,  ie lower corner of the badge is two inched over and three
inched up.  Try experimenting using comon scotch tape (TM) to hold the
badge in place.
