isaac, the simplest and most accurate method follows:
1. engine must be cold - preferably "overnight" not just a few hours
2. remove the valve cover and put the car in 4th gear
3. roll the car forward, always forward only, not backwards a couple   
feet.  this removes all slack fromt the timing chain.  if you roll
   the car backwards while in gear, you will create slack in the
timing    chain.
4. now watch the rocker arm as you continue to roll the car.  you will
   see the rocker(s) starting to push down the stem of a valve.  when   
the valve is depressed as far as it can go, set the counterpart of
   the valve. this is where the "rule of 9" (4 cyl engine) or the "rule
   of 13" (6 cyl engine) comes into effect. starting at the front of
the    engine, count the first valve as #1 and then continue to the last 
   valve which will be #8 on a 4 cyl or #12 on a 6 cyl. this will take
   a little practice to note the vale position as completely open and 
   further rolling forward will allow the valve to start to
close.        you will notice a point at which the valve movement
ceases.  as soon    as you have no further movement of the valve you are
watching, adjust
   the valve that, added to the valve # you are watching will add up to
   9 or 13. example, 4 cyl engine, you are watching valve #2. when #2 is
   fully open (valve stem depressed by rocker arm) you adjust valve #7.
   2 + 7 = 9.
5. repeat this process until all valves are adjusted.  always set the
   valves, except overhead cam engines, .002" loose. rattling is cheaper 
   than burning valves.
6. NOTE> if you run out of psace to roll the car forward, take it out
   of gear, roll it backwards until you have room, then put it back
   4th gear and continue to adjust the valves by rolling forward.
