Tony,
If you purchase a copy of Jonmac's book you will solve your problem.  He
includes  a "factory fix" for your problem.  Consider the book to be the
cost of the service call - the stories are well worth it.
I am not sure however, that your  cable should twist to lock from the
factory.  My TR4a had stromberg  carbs.  There was only a single cable, it
was factory, and it didn;t lock.  In fact, the setup on the strombergs of
the time simply raised the piston somewhat - thus they were really not much
more than "hi idle controls".  If you have a spring return on this setup you
shoudn't have.
