Turn Signals & Hazards?

I am working on a '76 Spit and cannot figure the problem out.  Neither the turn 
signals nor the hazards work.  I traced what I thought was the problem to the 
flasher but when I dismantled it.. I saw a very simple device that doesn't look 
"broken".   Is there a common problem to this system that maybe I am missing.  
For added info, the car had been sitting for over 1 1/2 years without use.
