The strap attaches to a male part which should be on the inboard side of the 
passenger seat frame.  If it is not there, there is a hole in the seat frame. 
 You will need to get the male part and install it on the frame.  The 
purpoose of the strap and the snaps is to  prevent the tonneau cover from 
flapping at speed.  works well.
