Bob:  I'm fairly sure you have 30 days from the date stamped on the emissions 
sticker to bring the vehicle to the test center without penalty.  If the 30th 
day falls after January 1, 2000, it would seem that you would then be issued 
the exempt sticker without testing and without charge.  In addition, you 
would also qualify to register the car with "antique plates"  thereby 
avoiding local property taxes, but you probably know that already.
