No, maybe, yes.

2. Registration

I bought a '92 Range Rover last month from a private owner. Since he still
had a loan on the truck, he couldn't deliver the title until he paid the loan.
Which he couldn't do till I bought the truck. So... I talked with my bankers,
and they said the bill of sale and my check -- which carried a limited
endorsement, i.e. the memo read something like "for clear purchase and title of
VIN 12345..." -- was enough coverage for me. Sure, if the guy got the title from
his bank and the wouldn't give it to me, I'd have to talk to him through
lawyers. But he was a former TR3 owner, so I wasn't too worried. <g>

But while waiting for the title, I couldn't get a temp tag for my "new" Range
Rover unless I had the PO's registration. That is, the County Clerk *required*
that I have the PO's registration in certain circumstances. So maybe it's okay
to give him your registration. OTOH as my Mom used to say "I'm not a lawyer,
this is not legal advice!!!"

1. Tags

But don't give ANYONE your tags. Especially Canadians. Just kidding -- about the
Canadian part. He can bring his tags from his own car at home if he wants to
drive illegally. Better to get a transport tag from your state or from Canada if
he can do that; call your DMV for details, I guess. But in any case you really
don't want photo-radar speeding tickets from his drive home to Canada.

3. Bill of Sale

Bill of sale: this may damage my hairy-chested TR4-drivin' reputation, but I
used the web site "Woman Motorist" as a guide when buying my TR4 from a Houston
list member. BTW the PO let me use his tags for the drive home. Nice guy, that
really made things simple. <g>

The URL for the bill of sale is:

http://www.womanmotorist.com/ucbg/billofsale.shtml

You would probably cut out a lot of stuff, but it's a great guide for buying a
used car.
