Have you thought of having the title corrected ?  Emission standards
should be based on 'model year' or year of manufacture, not year of
first sale.  Bill Piggott's book says the first car made in 1964 was
CT28701, so if your number is lower, it should be relatively easy to
argue your case.

60 +/- 3 degrees, according to my TR4 factory workshop manual.

Factory specified timing is 4 deg BTDC.  Note that using a light is
actually considered less accurate, since the centrifugal advance is
allowed to start as soon as 450 rpm, less than the normal idle speed. 
There's no need to disconnect the vacuum advance, it doesn't do anything
at idle.
