So compression is based on cylinder volume? More volume, more air to
compress, bigger explosion...
Then would the head have to be worked on to compensate? Because it could
be over 10 to 1 compression if it is an HE engine right?

If anything your compression ratio is HIGHER not lower as you are
compressing 
a lager volume, into the same head,  And,, a head wouldn't appear to be 
rebuilt.  Look a the rocker shaft and check for lube or wear.  It may
have been 
rebuilt.  I can't imagine anyone rebuilding the short block without
doing the 
head.  I'd run it,  and check it out,,
