There is still plenty of temperature differential between the radiator fins
and the air to get effective heat transfer.  I think the issue might be that
the air flow resistance of a four core might be higher than a three, so that
there is less air to receive the heat.  If the airflow is the same through
both radiators, the four core will transfer more heat from the engine
coolant.  It won't transfer 33 percent more though for the reason Graham
gave.
