Mark,

When you lift the dashpots with the little lifter, the engine should 
pick up speed for a few seconds then drop off. Check the spark plugs for 
soot etc. Sounds rich to me. Air filters ok? Might also check the 
floats. May have a stuck float needle or some dirt in the needle seat. 
Sometimes the float gets stuck on the guide and doesn't "float".
