Can a faulty brake booster cause the brakes to rub as if the pedal was
slightly depressed and ultimately cause the car not to want to go until
things cool down?

I don't know if the booster will do that, but if youi havn't replaced the
brake lines at the calipers the rubber can get old and swell until it wont let
the brakes release. At least this happens to Spridgets and would seem likely
to happen to a TR too.
