You are correct. The tax applied to gasoline in europe is very high
indeed. In fact the cost of oil in europe is slightly lower, due to
reduced transportation costs. But they need the taxes to fund both
road construction and environmental programs (the green party is
strong over there).
In the US gas tax is quite low. Both due to political pressure and
the fact the we have so many more cars. We also drive a lot further
on average than out eurapean counterparts. With such a big country
and so little viable public transportaion we pretty much have to.
More cars on the road and more miles traveled means more gallons
pumped, so you can get sufficent tax revenue from a lower rate.
