Paul, if it turns that easy, then I would suggest you remove it from the car
and find a replacement for the spring that is apparently missing or broken.
They do rust through sometimes.  With the spring in place, it takes a
definite effort to move the valve.  Lack of spring may lead to leaks ... not
something you want right over the starter.
