If you add a shim between the radius arm and the frame you will increase
your toe out or decrease your toe in.
   
Visualize:
Toe in is the amount the tire tries to steer/roll towards the center of the
car, toe out is the amount the tire tries to roll away from the center of
the car while driving forward.
