Well, apparantly not necessarily. There was plenty of oil in the steering box
when I removed the cover of mine. There is a lip of sorts on the inside and
that must have been enough to keep at least some of the oil inside.

  I would seem to me that if the problem can be traced back to the olive or
nut, that the lubricant would all leak out and the cam and worm would be
running dry.
