Unless you incorporated a blocking diode or some kind of relay arrangement, 
the light showing the fan running at cruising speed was probably lit from 
the current generated from the fan windmilling.
At least that's what happened after I first installed a fan and I found it 
very irritating.
I contrived a rather inelegant solution incorporating a relay in the light 
circuit.
