[TR] TR4A engine ground strap

Many thanks to all who responded.  I looked at another car today and have the 
answer.  My mystery bolt goes in the lower hole of the front engine lifting 
bracket.  It has a boss to provide clearance from the timing cover.  The longer 
bolt is needed to accommodate the thickness of the boss and the second nut.
