So if in fact DS is the new "factory tuner" class why does the Neon not belong there? After all it is the "American Club Racer" package and when it first came out was only available to SCCA members.

Nope your not missing anything, anything 140 or greater is good to go. Another thing to remember, the tread wear rating is not regulated so if they wanted to they could stamp say a G-Force with 140.
