Smoke that only occurs at start up or during throttle closures could mean that only the valve stem seals need replacement.

At 10psi, the engine should be rebuilt or checked by another oil pressure gauge. Look at a Bently manual. Oil pressure should be very much above 10!

I have owned at least 10 Spridgets and I have never had an engine or gauge in that poor of condition and still driving it ;^). It is possible that every Spridget that you have owned did need rebuilt.
