That is so that the many varried aftermarket and chevy heaters could be installed w/o cuttong any more holes in the firewall. You just punch a hole in the firewall pad and bingo another hole to run

Just did mine on the '47.5 and it wasn't too painfull. had the leaves sand blasted, looked good, a nice dull grey ( I thought they had already primmered them!), i then ground off the 90 degree edge
