I only welded from the top, it's basically sheetmetal, so either you got it welded together or you didn't. So I don't think welding from the bottom is necessary. I think the floor would crack even if

Wow $95 is pretty spendy for a little bitty hub puller. The generic 4 bolt pullers are only about $20 at any auto parts store. They aren't nearly as shiny though;) ___________________________________

A body shop isn't going to drill out all the welds to fix a fender. They are probably quoting a patch panel which would require them to cut the fender at some point inside the real attachment points.

I'm guessing that if you just disconnected the egr all together, you would pass the emissions test. If you need to make it look like the EGR is connected, just place a piece of tape over the EGR vacu
