Jim, I understand what you are saying about overall lift yet I think that where you are possibly wrong is amount of valve lift during overlap. If the stock rockers open both valves at overlap, say .0

I know that on my 76, the valve doesn't turn off all the water going through the heater core unless I push it just a little further by hand. valve, to be sure that the valve is working as it should.
