If you have any mechanical ability a mig welder will work pretty darn easy. I learned to weld in 15 minutes, but getting good takes a little longer. The 110 volt welders work very well, $400+/- $50

You need to find out how the bumpers were chromed, as you don't want those cheap bumpers which rust in a bout 1 year. You want triple plate, Nickle, copper then chrome. The copper is used as a filler
