Doug Generators aren't my specialty but I would look at all the contacts in the voltage regulator and make sure you don't have a dirty or pitted relay contact that is hanging up and sticking. At work

I've run the VOM across all of the terminals on the regulator. There is voltage at the battery terminal, even with the key off-don't know if this is correct. But there was also voltage on the armatur
