Hmm, another possibility is that you are just seeing light leakage from the instrument cluster lights. At least in my 66, there is not much effective baffling around the tachometer light. Some of it

I had this as well before my GT was restored. I took the alternator apart and measured all diodes. These werer allright, but the brushes allthough in good shape did not fit into their respective shaf

If the wave shape changed such that the troughs were wider than the peaks or the output were intermittent due to bad brushes the average voltage would reduce and this would be indicated on the meter
