I don't know the answer to the first question. On the second, since the axle travels in a slight arc, there will certainly be a position where the distance between transmission & axle is at minimum.

With the radiator in place it was not really possible to get an accurate distance between the pump pulley and the frame cross members, and since I doubted that your radiator is in, I didn't take the
