James, the rust in your tank can be removed in many ways, the one which I have experience with is a gas tank sealing kit sold by POR-15 folks. the first solution etches the tank and removes the rust,

You will eventually wind up with problems. The rust that is there will create a fine silt in the bottom of the tank which will eventually clog up your fuel filter and fill up the bottom of the float
