I have experienced the same phenomenon of installing new cylinders, shoes, wedges, adjusters, and drums, only to find that I am blamed close to the end of adjustment by the time my brakes are working

With Mo$$, VB, PPP, etc selling shoes outright, I doubt anyone is getting relined parts anymore. Sounds like someone(probably in China) just started with a bad example and made many shoes to bad spec
