the rumor I heard was that BMW (current owner of MG parent Rover) does not want competition with the Z3. Probably want to avoid federalization costs too.

Depends on the margin per vehicle. If an auto company can make $$$ by selling a car somewhere, they will. If they can make more $$$ by selling it elsewhere, they will.
