Take the bolts off and put a thin coat of Permatex copper silicon sealant on each side of the Cu washer. That should seal it. Also, if you tightened it loosely, you can tighten it to about 15 to 20

I used Permatex #9A non-hardening sealant, which is impervious to oil and gasoline. I smeared it on both sides of the washer and under the bolt head. Hylomar would probably work as well. Steve Byers

What is the problem with "new washers"? You can anneal the copper washers to soften them by heating them to red & dropping them in water. Actually the water isn't needed but it removes the black surf

Little trick I learned a long time ago - use a Subaru sealing washer p/n 81276-4110 at the dealer. It's a rubber cup sealing washer - works like a damn, and one cannot tell it's there. Earl Kagna Vi
