I drilled mine out with a standard metal drill. The first problem you may have it that the whole rivet may want to spin when you try and drill it out. You should be able to address this by carefully

There is a part of the frame behind the black ground effect panel that I cannot get to. I am not sure what kind of condition it is in. I know that I had a lot of rust in the front and rear portions
