Considering who put my car together last take this with a grain of salt but when I took my bumpers off the tubes were held in place with extra long bolts that reaced from the bracket through the tube

All correct. The tubes run through the body at an angle, if they were welded to the frame then it would be difficult or impossible to R&R the body from the frame. My documentation says they were onl
