Could somebody please give me a sense of feel for how stiff the steering assembly should be ? My front suspension is completely rebuilt, but i'm finding it very hard to turn using the steering column

Sounds like you've done all the right things, but the symptoms you describe sound like your steering rack is moving. Might want to open the hood and observe the rack while turning the steering wheel

you sure th rack is centered? I know someone said it doesn't matter, but two things to consider, the rack is specialy hardenened in the middle and if you have problems with self centering this is one
