Mark---There's a couple of things that may shut off the RH turn signal,
before resorting to replacing the unit. If you haven't already done so,
try this: 
  
Remove the two, small Philips head sheet metal screws from the top and
bottom of the black plastic cover, exposing the turn signal mechanism.
Note that both the left and right signal hardware are near identical, to
see if any pieces are missing or broken. With the front wheels pointed
straight ahead, the signal cancelling cam that's attached to the
upper-inner steering column should be very near center. Moving the
steering wheel left and right will identify this "cam" as the cancelling
trigger. Your non-cancelling situation may be similar to Mitch's, in
that it favors one side heavily over the other. If this is so, then
returning the steering wheel PAST center when turning right will cancel
the signal. Try this when parked. If it works doing the over-center
manuever, then readjustment of the front wheel tie rods are in order, to
get the cancelling cam in the center.

 I should probably have started with this next tip first, as it's the
simplist.   Over time, the nylon arms that are part of the turn signal
triggers get worn down. There is adjustment that allows these parts to
get closer to the canceller. Try loosening the two slot head screws that
hold the turn signal unit to the column casting, then move the whole
unit closer to the cam. This slight inward movement may be enough to get
the signals to self-cancel. Trying all of this with the cover still off
will tell you quickly if this was enough to do the trick.      
A little shot of WD-40 on these parts will go a long way in keeping them
happy.
