Steve---Sometimes the cause of a "tight" cam keeper plate is because the
front engine plate isn't square to the cam. You can handle this several
different ways, as the cam should not be in any kind of bind, having
around .005 lateral play. 
IF this plate binds the cam only when both bolts are tight, it's
sometimes possible to shim the underside of the plate, under the
bolt head. A feeler gauge will determine the thickness of the shim.  
OR, you could just lay the plate on a flat sheet of emery paper and work
it till enough material is removed and the plate 'fits'.
