Hi Walt. My non-expert opinion is that if you have no vacuum leaks you don't
need to re-bush. There was some question about the orientation of the seals
when I rebuilt my carbs. I faced the lips outward and it seems to be
working.

Not sure about the other problem. Did it stall when you were lifting the air
valve? It will always do this if you lift it too far. What does the
diaphragm look like? You may have ripped it while adjusting the needle.
