Rich---You ask what others have done in this area, that can be stripped
of its threads.  
One is of course to replace the sealing block with a new one. 
Another choice would be to remove it and insert the HeliCoil, or
something like it. Yet another is to machine this block out of steel (I
have) and do away with the wood shims at the corners. 

Ideally, one should not strip out these threads, by using the correct
installing torque and bolt lengths.

Yet another lister says that the timing cover has threads where these
bolts enter the sealing block. Now -there- is a disaster waiting to
happen!

Don't know if any liquid metal-in-a-tube would do the job.
