I received one of these a few weeks ago as well and it looked very official.
Knowing it was a scam I was able to trace the email address through Europe
into the Netherlands where the ISP originated and to the source country, of
all places, Qatar. A previous one was traced to Romania. The reach of
thieves is very long indeed and Eastern Europe and the Middle East seem to
be their favorite haunts.
