Dan,

Only the rim is chrome on new chrome wheels.  The spokes are stainless steel
so as to avoid hydrogen embrittlement that comes about through the chroming
process.

So, between the cost to strip and rechrome the old rims (assuming it has no
serious pitting needing restoration = more $$$), buying new stainless spokes
and nipples, and then having them rebuilt and tuned is probably going to be
near, if not above, the cost of a new chrome wire wheel.

You could have your originals chemcially stripped or beadblasted, then
powder coated an acceptable silver for a whole lot less, but of course, it's
not chrome.
