Running Hot

Looking for some more help (as usual) with my TR.  I'm having a problem with
overheating.  The engine was rebuilt two years ago and has less then 5k
miles on it.  The radiator tested good at that time after being cleaned.
Thermostat is opening correctly; timing looks good; changed water/coolant;
etc.

Here's the scenario.  Car runs great and the temp needle stays just a little
above the half-way mark as long as I keep the car moving (45-70mph).  If I
get into stop and go traffic it starts to go up until it reads hot!!!!  The
PO installed a pusher fan and this will slow down the increase in temp but
not stop it.  I left the car idling (about 72 degrees outside) and in 15
minutes it was reaching the "hot" zone.

I thought of an oil cooler to aid in keeping the oil temp down but I'm
afraid that may be a band-aid to a larger problem.
