Joe,

Your problem is most likely your voltage stabilizer attached to the back of 
your speedo.  Check to see if your temp guage is reading low also.  If so this 
is a good indication that the voltage stabilizer is the culprit.  If not the 
voltage stabilizer the next place to look would be the sender unit but my money 
is on the voltage stabilizer
