I use muriatic acid & water for this job. When complete, I neutralize with
water & baking soda, then rinse with water. I use ball-bearings instead of
pea gravel.

I use the tank coating liquid obtainable from aircraft supply houses; there
are two kinds: one for normal petrol, the other for petrol with alcohol
content.
